 The Foundation for Effective GovernanceThe Foundation for Effective Governance (Kyiv, Ukraine) in partnership with Intelligence Squared (London, Great Britain) has launched a series of public debates on economic and business topics in Ukraine. Organized according to the most developed international practices, the forum gives the public a unique opportunity to discuss the most important economic tasks set out for Ukraine. The principal goal of the debates is to study the crucial factors that influence current economic policy and to discuss alternative solutions to the complex and controversial issues of economic and business development in Ukraine. One of the Foundation's main tasks is to emphasize to the public the value of fostering a 'culture of debate' in which a constructive discussion based on persuasive arguments allows people drawing at rational, informed conclusions. The advocating and discussion of entirely opposite views, and answering of the opponents' criticisms, is held in an atmosphere of constructivism and mutual respect. In order to introduce the classic model of discussion in the "Oxford Union" style, the Foundation invites speakers for and against the motion. Every panelist briefs his/her views for 8-9 minutes and then the host invites the audience to participate in the discussion. The audience of 200 to 500 persons has an opportunity to ask questions, argue against the speaker's notions, and express their own ideas. Polls before and after the discussion clearly show where the audience stands on the motion and if their attitudes are altered by the arguments. The dialogue between scholars, politicians, officials, the media, and the general public is expected to influence decision-making on national and regional levels. The debates are widely advertised by the media, including the Internet, where this information portal lets a great number of people discuss the most acute economic problems in the country. Intelligence Squared has a long and successful history of conducting similar debates in London, Sydney, New York, and other major cities. Starting from January 2009, the debates in London and New York have been broadcasted on BBC World News. It is estimated that 70 million viewers around the globe will watch the forums.
